CCMTA concludes draft of Canadian tie-down regs

OTTAWA, (May 7, 2004) — The Canadian Council of Motor Transport Administrators (CCMTA) says the final draft of its regulatory text on Cargo Securement has now been completed.

The new text is consistent with the final U.S. rules on cargo securement, which came into effect on January 4 of this year. Although there are some subtle differences between the two policies, it represents the culmination of some 10 years of work by Canadian and U.S. officials from both government and industry under the North American Cargo Securement Project.

The document still needs to be approved by the Council of Deputy Ministers. The recommended effective implementation date is January 1, 2005. This timeframe will enable jurisdictions to provide suitable training for both enforcement personnel and industry stakeholders, allow the industry time to prepare for the new rule, and provide jurisdictions with the required lead time to enact provincial legislation.
