FMCSA delays chassis report rule till ’11

WASHINGTON – The Federal Motor Carrier Safety Administration is once again pushing back some requirements of the new intermodal chassis "roadability" rules.

Mandatory condition reports on all intermodal chassis was supposed to take effect on July 1, 2010 (after previously getting postponed in Dec. ’09) but the agency has reportedly pushed back the compliance deadline until June 2011.

Part of the reason is the agency is considering dropping the requirement for intermodal equipment providers to file reports on equipment that does not have defects or damages.

The change would simplify paperwork for truckers when returning intermodal chassis to rail or marine terminals since 96 percent of the chassis in-gated at intermodal facilities have no known defects.

However, under the rule intermodal equipment providers are currently required to have inspection, repair and maintenance programs in place and a policy to act on deficiencies reported by drivers.
