IRP rules against third-party base plating

VANCOUVER (Dec. 6, 1999) — The Dispute Resolution Committee of the International Registration Plan has ruled against using a third-party licensing party provider’s address as a carrier’s base state.

The decision is intended to stop licensing bureaus from marketing their services by offering to let carriers use the bureau’s address as its IRP base. The Committee reviewed the issue at IRP meetings in Vancouver last week.

A carrier’s base state is the one in which it maintains its principal place of business.
