To RIV or Not to RIV… Is There a Question?

by Don Moore

On February 1, 2012, the Canadian Border Services Agency (CBSA) came out with Customs Notice 12-003. This notice effectively stopped the use of the Registrar of Imported Vehicles (RIV) from being used for Commercial importation. In other words, vehicles imported using the RIV process cannot be imported for the purpose of resale. In actual fact, the RIV program was never meant for commercial importation. It was meant to give the average Canadian citizen (company) the opportunity to purchase a vehicle in the US or other foreign country in a normal retail transaction and bring it home for their personal (corporate) use.

Since February 1, many vehicles bound for "commercial" importation have been caught at the border for extended periods of time, so if you have vehicles to bring into Canada from the US and you aren’t sure the best way, PLEASE call the CTEA office and we’ll try to set you on the best path.

A copy of Customs Notice 12-003 can be found here.
